NTEU, IRS Reach Agreement Over Return to Workplace

NTEU and the IRS have reached an agreement over a two-phased return to the office for bargaining unit employees. During negotiations, NTEU’s bargaining team worked diligently to balance the needs and safety of employees as they return from the agency’s evacuation orders.

The IRS has set May 8 as the beginning of Phase 1 and the date when the evacuation order will be lifted. Most employees included in Phase 1 have already been called back to the office. Additional employees who will be called back include those who don’t wish to continue teleworking, those ineligible because of violations of the Telework Enhancement Act and those with work not deemed portable.

Pandemic-related flexibilities will continue during Phase 1, including expanded telework and maxiflex for employees with caregiving responsibilities. These flexibilities will continue from May 8 through June 25, when Phase 2 begins. During Phase 2, maxiflex arrangements will be subject to the 2022 NTEU-IRS National Agreement

Also during Phase 1, the twice-a pay-period reporting and 200-mile limit on telework sites will continue to be waived. Managers may also continue to waive the one-year eligibility requirement for newly-hired employees.

Employees who currently do not have an approved telework agreement and who wish to continue to work from their telework site must enter into a telework agreement with their manager and complete the telework training (the training takes about 90 minutes to complete) before May 8, 2022, the beginning of Phase 1, to avoid being directed back to the office on May 8.

During contract bargaining, NTEU secured a provision that will allow tens of thousands more IRS employees to be eligible for frequent telework (more than 80 hours per month). These occupations include Customer Service Representatives in AM, Collection Representatives in ACS, Case Advocates in TAS and CER Reviewers in AM. Learn more about applying for telework

Employees working in a location where the cafeteria is closed may take a longer lunch/meal period and will be permitted to move to a flexible work schedule for that purpose.

Employees with a mix of portable and non-portable work may be permitted to work the non-portable work in the morning and work remotely in the afternoon. If approved, they may use credit hours or other leave in addition to their lunch period to commute to their telework site. The IRS agreed to make a reasonable effort to rotate employees so not all workers in a specific unit will have to be in the worksite on the same day. When Phase 2 begins on June 25, Phase 1 flexibilities will end and telework arrangements must be made according to the 2022 NTEU-IRS National Agreement.

As part of the agreement, employees will be granted a reasonable amount of administrative time to familiarize themselves with the terms and conditions of the memorandum of understanding.

We are also still working on equipment issues in various departments.

Exciting News - Direct Hiring events March 23, 30, 31, and April 1

To speed up the hiring process, IRS is hosting virtual and in-person Direct Hiring Events for seasonal Clerk and Tax Examiner positions in Submission Processing, Ogden, UT. Applicants attending events who qualify for a Clerk or Tax Examiner position, may be given an on-the-spot job offer during the hiring event and can expect to begin working within 30-45 days. Direct hire applicants may qualify for a hiring recruitment incentive (reference the “Additional Information” section of the job announcement) and current employees may qualify for the Employee Referral Bonus Program.

The 2022 Federal Employee Education and Assistance Fund (FEEA) scholarship program deadline is Thursday, March 24 at 3 p.m., ET.

 FEEA scholarship opportunities are solely available for federal employees, their spouses and dependent children. Apply by March 24 for up to $5,000 for tuition and fees at any accredited college or university. Each year, more than 200 students are awarded FEEA’s merit-based scholarships.

The scholarship application, eligibility information and an exclusive information can be found on FEEA.org.

And for families with younger students, FEEA is offering free one-on-one online tutoring in nearly all K-12 subjects for children of federal employees. The program, a partnership with Tutor.com, is open to employees who earn less than $75,000 per year. Information is available FEEA.org.

Update on Government Funding for Fiscal Year 2022

SUMMARY:  Senate passes FY 2022 omnibus appropriations bill sending the bill to the President for signature and preventing a government shutdown. 

With government funding set to expire tomorrow night, the Senate passed the FY 2022 omnibus appropriations bill, H.R. 2471, the bipartisan government funding deal that increases both domestic and defense spending and provides funding for Ukraine.  President Biden is expected to sign the bill and prevent a government shutdown.  The Senate also passed the 4-day Continuing Resolution to give the President more time to sign the bill. 

As we now turn to FY 2023 funding, NTEU will continue our work with Congress and the White House to ensure federal employees receive a fair pay increase and that agencies are adequately funded to meet their missions.

Update on Government Funding for Fiscal Year 2022

Congressional leaders continue to negotiate an omnibus FY 2022 appropriations bill as government funding is set to expire a week from today.

With government funding set to expire a week from today, March 11, 2022, congressional leaders continue to negotiate the omnibus spending bill that will fund federal agencies through September.  We understand that they have made progress in these negotiations, but some members have requested that the omnibus include emergency funding for several natural disasters across the country and the White House recently requested additional funding for aid to Ukraine and pandemic relief.  

As Congress and the White House continue to work on the outstanding funding issues, NTEU will continue to advocate against a shutdown and for leaders to quickly resolve differences and provide increased funding to agencies for the remainder of the fiscal year.  We will keep you updated on these developments.

IRS update on mask wearing

We have just received notification from our national office regarding IRS updating its masking policy following new guidance from the CDC and the Safer Federal Workforce task force. 

IRS facilities in low and medium levels of coronavirus no longer require masks to be worn indoors, although employees who are considered at risk workers like the immunocompromised or those who prefer the added protection may choose to continue to wear a mask. Worksites in counties labeled high still require indoor mask wearing.

We have reached out to our site coordinators office for Ogden, and they are asking that we wait until we receive an official email from Human Capitol Office (HCO) before removing your mask.
